Nationals pitcher Joe Ross to have Tommy John surgery  —  CINCINNATI (AP) Washington right-hander Joe Ross will have Tommy John surgery and miss the rest of the season.  —  Dr. Keith Meister will operate on Wednesday in Texas, according to Washington manager Dusty Baker.
